Bing takes a long time to update. Google indexes pages within a week.

Submit your sitemap.xml file to Bing WebMaster. This might help but I can't assure it.

Bing relies a lot on on-page optimisation, so make sure your keywords that you want to rank for appear on your site.

Then get links with optimised anchor text and sit back and count the money (in theory).

Google is the hardest to rank on so if you optimize your site for better rankings on Google,your site will certainly show good rankings on msn too. Get quality links, submit articles, participate in forums etc.
