You can submit your blog in dmoz. In fact dmoz has become very supportive of blogs. There is entirely new category devoted to blogs, have been added to the dmoz directory. Dmoz has added a special blog category. Be sure to get your blog included in the listings.

Yes you can submit but don't forget to choose proper category, otherwise they'll refuse your submission.

Dmoz takes very long time to review and approve. You can submit your blog.But It takes even six month to approve.
