To get a good page rank on Google you can follow the following points :
* Use of proper keywords
* High quality & Relevant Back Links (having keyword as anchor text)
* High Quality Fresh Content
* Daily or weekly or monthly Updates
* Social networking & Bookmarking
* Some Time & patience

Google PageRank (PR) is a measure from 0 -10 of how important Google thinks a webpage is. In Google's eyes a web page with a PageRank of 10/10 is very important and a web page with a PageRank of 0/10 is not very important.

If you are only interested in producing page rank to the target page, e.g. to the home page, then get links from pages that have higher page rank than yours. Make sure the links are plain text, and wait for the next update, if you are interested in the green toolbar increasing, which is not a true indicator of true page rank anyway. Most importantly, page rank has no bearing on search engine results.

If you are doing commenting on blogs and forums that are related to your niche, your page rank should be increase with the increase in backlinks. It is only a matter of time.

well your site looks good, just keep working on quality backlinks( .edu and .gov are top of the heap) and more content. Sadly google puts a lot of weight on domain age, I didn't bother to check yours but that maybe hurt you in terms of overtaking older sites for certain keywords.

If you have a front page with a PR 0, then getting PR 5 isn't going to happen anytime soon, especially if your site is brand new. You cannot simply link from PR 3, 4, 5 or 6 pages, either. You have to start with a foundation. Link building is like building a house; you don't build the attic first. You have to start with a whole bunch of PR 0's, and work your way up. This is just partly why whitehat SEO takes such a long time.
