First thing first, start on your on-page optimization. Specially with your targeted keywords, try to search and choose keywords that has a low competitive results but high in search results. Longtail keywords or more precise keywords is much easier to get rank in search engines. And for off-page optimization or link building strategies, directory submission, social bookmarking, article submission, forums, blogging, classified ad posting, and press release are some tactics that you can do. Submit your links to high PR sites with quality and fresh content. Plus, don't over do it. You should consider the quality of backlinks than the quantity of it.
