As far as I know, as per Google Webmaster Guidelines, it is a bad idea.

It hurts if you exchange links with low quality websites. Always try to exchange links from equivalent or websites which are higher from you. It is like sharing authority.

Link exchange is not a black hat at all its just worthless. If you swap links with a similarly ranked website they simply cancel each other out in terms of the "link juice"

Links exchange is good but exchange with low quality and spamming site that hurts your website badly. While exchanging links with other sites use keyword variation strategy to set up your website link.

Link exchange is dead. You're just asking to be penalized. I find that guest posts are pretty good for SEO, If done professionally and properly. You just need to stay away from spammy websites.

Can't actually say links are dead. Having links to high domain authority actually increases the value rather than having links to spammy websites or blogs. If you believe that your website has links to such spammy bad links, then you need to track them from time to time so that your website doesn't come under google bot's radar. But how to go about finding such valuable links in a limited time is a challenge. I am pretty sure Google will come up with a better algorithm which is will be 10 times faster than now to track and take down such bad links in the future, which will make the digital marketer's job even more challenging.:)
