As you living in india then on india forum websites find the websites similar to your business category. Send them email for link exchange. This is time consuming but will helpfull.
Make sure email to only those who have pr equal or greater than your site pr.

Well increasing PR is important. But don't give all your time doing that. You need to bring Targeted Traffic to your website so that you have a good business. Increase in PR doesn't give much boost to your traffic.

Getting Backlinks from blogs, Forums, Directories, Press Release, Social Bookmarkings, Classifieds etc are good source and like one member said, it should be dofollow.
