there are quite many threads talking about how to get PR. Basically, you need build backlinks:

1) article 2)directory 3) forum posting 4)link exchange

To gain PR get many links to your site with links exchanges and 1 way links.
Use directories, bookmark sites etc to get these links.
Don't use linkfarms.
Do a search on this forum and you will find many links to directories where you put your link on.
I haven't heard of rank1.info but watch out for programs who promise hundreds of backlinks because if you get to many links at once the search engines may punish your site.

Yes PR is primarily based on the quality of links that are pointed to your site. If you get in some good directories, then your site will gain PR. Do NOT use link building software, you will get penalized and your site will not be seen in any of the search engines. If you want links, do it manually!

Yeah like everyone else has said you need links these link exchange schemes are not worth a toffey!
