That page is ranking because many SEO sites point to that link. You know, most SEOs that adhere to SEO norms or warn about dangerous SEOing will surely link to that page to convince the client that they don't do any black hat SEOing. That's why this page ranks.

For instance my homepage points to Google's webmaster guidelines.

Interesting that there's no keywords or description tags in that page.. I know that's all 'old hat' but still important maybe for those engines?
Or maybe it's just business politics! perhaps they have an 'auto-diss' for the word google.. lol
