Well it can take some time to get expected result specially on Google. If you are doing seo from last 1 year than you should have to recheck your keywords. Might be wrong keyword selection is effecting. First do on-page SEO and after than go for off-page search engine optimization. And main and important thing in seo is Be Relevant.

This works quite well to get good links, it's what I do

On forums, blog comments, blog posts and some link exchange. Through those you can actually get a link with proper usage that stays long. Just use the best keywords/major keywords on it and don't make it look spammy at all.

If your site has link from high PR directory site, then you can easily rank high in search engine results.

You can get quality links from quality sites. Submit your site to top and authoritative sites. Forums, blogging, and article submission are some of great way to get quality links.

there are no secrets on link building it really depends on the website where you're going to post your links if it's search engine friendly or not...

Get a blog and write quality blog posts. Guest post on a similar niche blog and you will receive referral traffic as well as backlinks. The best links require effort. There are quite a few SEO applications that will find the best backlinks for specific keywords. It may be worth signing up for a free trial.

just search good forums ,good blogs,and submit your articles to directories.

i think there's no secret in linking.. Because if you research it you will if all the strategies you want to know. Now, it's up to you have to use that strategies in your site. The main point on this, you have to make sure you will choose a good strategies and enhance it to your site well.

There are no secrets - all the information you need is readily available on google. I'd take a look into social media as an increasing factor though, don't put all your eggs into one basket.

What Sparkes said, I think there will now be a new era of SEO and be moved towards SMO (social media optimization).

I have to agree social media seems to be the trending source for good links, but all the other older methods are still just as effective with the right twists. I know lots of people who have ranked for medium and low comp keywords with nothing more than Web 2.0 and Article Directory linkwheels. Google still sees tremendous value in both Article and Web 2.0's in terms of Authority. Now with that said it wouldn't take you longer than maybe 30 mins to setup and customize a twitter account and facebook page where you can put your links, therefor not only getting high PR backlinks but also you can now tap into their huge daily traffic. So then all you do is rinse and repeat what you would to rank your website with your Twitter and Facebook page and you'll see your traffic start to skyrocket as well as your ranking. If you don't have the time or knowledge to do these things then outsource buddy. Everyone ends up doing it because lets be honest no ones wants to sit at a computer all day building backlinks.
