Hard to fid exactly what you asking for..if it`s free , no back link required - than probably it`s new and has no PR.

That`s the problem in most of the cases.

DMOZ is about it if you want free + quality.

May be you dont have much experience with seo because there are lots of such directories and I have sumitted to the ones I knew!

Maybe you can give me some examples, I would highly appreciate these kind of directories -> and if they approve very fast as I like that would be great.

Have you ever tried at Hedir.com? Right now its internal category doesn’t have any PR. But still I feel it’s a good one in directory world. You can check yourself and decide.

There is value in submitting to directories with no PR.

1) you get the benfit of the anchor text.
2) when they grow more and get PR you are already listed.

Have you taken a look at socengine.com? They have a free and paid solution. Thier paid option lets you deep link to your pages and you can use whatever anchor text you want. I would try it out...

Many free directories takes very long time (maybe forever) to review, usaully serveral weeks to months.

It is better to provider reciprocal link if you don't wanna pay. I am owners for a few directories, I know that.
