No I don't think so, it depends on the quality of the site. As well as the authority of the site.

May be dmoz.org listing on moderator's mood but drmoz.info & dirmoz.info moderators are alert they approve links if it is submit in proper category without spamming links or keywords stuffing http://www.autodirectory.info/ is an auto directory which approve only auto related links.

If you posted your url in a relevant category then it will be definitely approved I think.

You can submit your website yourself by going to the dmoz home page and selecting the category you would like to be listed in for example 'Home' then click on a sub category say 'Gardening'. Then if you look at the top right of your screen there is a link 'suggest URL' click on this to go to a submitions page.
