what about links Buy/sell? any one have answer????

I have search about this topic and i cant find enough information for my satisfaction. Google said its wrong way to build links for your site and google can give the planted to your sites. so dont buy or sell links for your sites or from your sites.
But my concern is, why we can permute our sites? Why we can buy advertise for our sites? every one buy advertise on electric media print media and emedia to permute products etc....

So why we cant advertise our sites with payed method? why google said its illegal? We have money and we are buying links for our advertising, why google have problem with it?
