The best is to get relevant backlinks. Relevant backlinks are links from other sites with similar topic with ours.

In building links, quality and relevance are very important. Don't link to link farms. It'll hurt your ranking.

A backlink from a low PR site which is related to our niche is better than higher PR non relevant sites.

You should always look for relevancy. The high PR links do helps(you cannot completely ignore links from other high PR websites) but the relevant links are more important.
