If your site gets back links from high PR sites, then only you will be able to rank high in search results. Directory submission plays imp. role in this. There are various high PR sites available. Only thing is that, you have to choose which is best for your niche.
Directories can be still used today. They are crawled too by Google bots so submitting your website to them does help - but it is given of less value only when it comes to ranking a website.

The web directories is in providing good rankings on search engines. Out of the many parameters that search engines use to rank your site, links to the site are most relevant. Naturally, more the links, better the ranking.
