Hi,
I had submitted my site through submit express and few more.I was surprised to see my backlinks to cross 1300 within few days.But now it is horrifying to see that it is decreasing in a rapid manner.Do anyone have any idea or clue.There was another thread regarding this but i couldn't get proper information.Please help

some possible reasons for some backlinks drop could be:
your link/s no longer exists on the directories that you've submitted
the sites containing you're links are down or stopped their operation
broken links, etc

I used link2me.com for a while which really helps with back links. I run several affiliate based web sites and the amount of requests became unbearable. Now I just trade via email requests. The link popularity is usually between 4k and 6k on my high traffic sites.
