default behaviour of a link internal or external is "follow" so this tag doesnt' really help because its the same thing, including it or not.
However, important tag is "nofollow' which tells the search engines , not to include specific link for counting PR or including KEYWORDS in the page.
so
rel="follow" wouldn't do anything
rel="nofollow" will stop adding weight of the link to the popularity of the page. so must use "nofollow" for all external websites if you want to have a higher page rank

If follow didn't work, they would not have started no-follow tags.

because, when you post on do sites with do follow....
web spiders can crawl the link that you put on that site....
high PR site is the right place that you put your link.....
High PR doesn't mean SE results

A lot of people say that but it's not true. Some high PR sites can be found on pages 2-3 of the results, too. The high PR is the SEs way of saying that it is a high quality site, though, and this lends more authority to any links coming from them.

Forums posted should be check that are "nofollow" or "dofollow". If a forum is dofollow, you will get backlinks from it.
