What is the difference between local link popularity and global link popularity?

Where did you get those terms? I didn't even heard about localized link of a site from specific geographic place.

I think global stands for unrelated link while local is related link.

I think those global links that he talk about are the links on .com site?
and local are geographic site like .uk, .nz etc...
I think correct me if I'm wrong

Local link popularity refers to links from sites in a exact in progress, at the same time as global link popularity doesn't differentiate and counts all links from any site on the web.

First time hearing about it, may be local links stand for links from desktop applications or plug in. Globel from another site.ITs only guess

Local links popularity stands for those links from site with server's location at the same country as yours, whereas global links popularity stands for links from other countries.

Local refers to links from sites in a specific neighborhood while global link popularity doesn't discriminate and counts all links from any site on the web.
