Build a high pr link page then send a email request to different sites.

You should send requests to similarly themed sites that feature relevant content to your keyword list. The higher the PR the better, but don't expect to receive many PR5+ links...

QUALITY LINK - comes from high PR sites and it must be related to the page its linking.

Quality links more on relevant links. Nowadays, google prefers to rank a site with relevant links higher than those with irrelevant links.

Link with relevant and related sites to be able to attain 'quality links' in your site.

Quality links are links relevant to your site. Link only to authority sites with good reputation, traffic and pagerank. The higher the PR, the better.
