Not necessary. Some other High PR sites have high qualifications or rather they don't usually perform Link Exchange

Most high PR sites, specially those sites that are classified as "authority sites" doesn't need to get links for themselves. Most of the time, they are the one who get linked to because of the information that they have on their website..

Most high PR sites are not so keen of reciprocal linking with low PR sites for they fear that it would affect their ranking.

Link exchange is more effective than directory submissions because they can easily approved your site or sometimes you earn sales using that method.

It's illogical to exchange links with lower PR sites. You should exchange links with sites with the same or even higher pagerank so both of you will benefit from the exchange.

thats right. as long as the webmaster of the site is online. then, your application for link exchange gets approved.
