All of the blogs mentioned in that page is all Nofollow.
A lot of webmasters and admins may have noticed an increased of spam comments.

Its really a big myth among most of SEO people that .edu and .gov website has got more weightage compare to other website. For those people I just want to say why search engine even care about the domain name of website from where you getting link.
