Create first AdWords campaign.
Create your ad.
Build your keyword list.
Make final settings and start campaign.

When your Ads will be shown on google search and display network, you will get more clicks.

But how it is related to keeping the clicks price low.

Indeed these all are basic strategy to be followed for PPC campaign, but what about batting with other PPC user to make your keyword highly recommended one on the web?

it is a for china, so its very limited. if you want to target the market of china then you should go for baidu.
