It also depends on how much traffic you are looking for. The problem with search is that it is hard to get lots of clicks and have very highly targetted relevant keyworsds. I find I get a bigger volume of traffic from content.

Google has a good explanation about this matter. CTR on the Content network is much lower than the CTR on the Search network because people typing in requests to Google are searching for something versus people who are reading a news and happen to see an advertisement.

Traffic from search network is the best and they are targeted traffic.
