From experience, most people disregard popups. They're annoying.
I've never used them.
From a business standpoint, PPC is definitely more targeted and you'll get a better click-through. Although you might want to try it if you think you can get some significant targeted customers to click on them.
Whether it's worth it depends on where and how the popups are generated. And if your target sales site will be able to close the deal.

In my opinion, CPC is better than "Pop Pop" on one's site. I agree with dyn4mik3 and ultraseeker.

Why or?

I prefer PPC but you should try both. They are different animals. The PPCs are much more targeted and the pop ups generally go to an more general audience. Some networks target a bit but usually not as much as PPC. I suggest if you purchase PPCs purchase smaller campaigns on a variety of networks rather than lots on one network. Many times the pop ups rotate on the same sites in the network and different networks have different collections of sites so you get a wider audience.

I really hate pop ups, personally...I click them off when they happen to me, and I wouldn't want to be responsible for giving them to other internet users.

pay per click is better - to make the visitor has a freedom to click the link is better than make a surprise for him

Well pop-up traffic tends to usually be very poor converting traffic and most times is blocked by pop-up blockers in most browsers, it can be decent depending on targeting and quality/source(s) of traffic. If you want to monetize your site and earn serious ROI I would say ppc ads are the way to go! Look up pay per click search engines
