There are several tactics for increasing inbound links such as participating in dofollow forums by puting anchor text with your link of the site; A rich and fresh content is the main key; using dofollow blogs with high pr for commenting; article submission and last but not least directory submission.

Second, use those key words people are searching for to attract visitors to your site.
Third. write articles. Make sure you have a link back to your website. You can also pass them to several article directories.

RSS submission (assuming your site is a blog)
Social bookmarking and doubling up on those social bookmarking links,
social bookmarking is like a mini blog (they have RSS feeds too)
SB is like a cross between a twitter like miniblog and a full sized blog

Squidoo allows you to build a mini blog- they call them lenses and link back to your site freely. You need to promote the lenses in order to get some traffic to them and get some PR as simply creating the lenses and creating link backs will do little good.
Article Writing and submission: Consider ezinearticles- but they are a bit tough to get approval but as long as your aritcles are well written they will be approved. Goarticles is good, as are a number of others. isnare is well regarded but they have had some problems lately and approval time is well beyond 2 weeks at this time- hope that improves as they also distribute the articles for a very modest fee. Well worth it. Also understand that most quality sites only allow back linking in the authors resource box. Read the submission guidelines.
Blog Comments- Good method but beware of an akismet black listing for submitting spam comments. Be certain your comments have some value- No "nice post" crap. Add something or don't do it. Spam commenting is one of if not the primary reason many bloggers go back to no follow.
No Follow- Be sure you understand no follow vs. do follow before doing any back linking. If the site is no follow then there is no back linking available. That doesn't mean not to post on no follow sites as long as you know what it means. Some sites are too valuable to not post but understand traffic value vs. link building- serps value.
Forum Posting- Try to find forums in your niche or related niches. Forum posting on seo forums may not have a great deal of value to non seo based sites. I will let others comment on that but I doubt there is much value for a lingerie site posting on a site like this. I do it as I learn so darn much here and at other sites I enjoy it, not because it does a great deal for my site in terms of back links. But a link is a link, after all. Can't hurt IMO
Get 1 way links- reciprocal may not be of any value unless it is from a relevant site. Getting links from blogs is good if you can get them. Blogroll back links are good.
