It is more than those list, Google probably knows which backlinks are legitimate and which are annoying, unethically done, unnatural and just for sake of backlinks or to fool visitors.

I think it is better those which are doing quality work of SEO. Mostly Google hits low rank websites which use black hat SEO tool for websites.

There is very strict criteria now. No more tolerance for spamming.

Google Panda 3.5 is the latest update in algorithm, and it targets websites that aren't quality and Google Penguin 1.1 update that affects 0.1% of English language search engine.

It is a welcome move, but has also brought "negative seo" out of the proverbial pandoras box. There have been several case studies and one group of seo's from traffic planet even got dan thies's site a -100 penalty by bombarding it with blog comment spam, there was an article on search engine jourmal recently about this.

So good move yes, but implementation is quite shoddy.
