I have just started to experiment with methods to improve rankings. With a small effort to post to several public board I have gained several inbound links to my site which has pushed me to a 4th page google ranking so far. For example, since the page I am working on right now is related to fiancing and mortgages, if I post to forums with tons of keywords such as mortgages, loans, financing, foreclosures, interest rates, etc that it helps improve my ranking. I moved up 6 pages in under a month.

Of course! It is considered by the Google. But make sure about no follow and do follow links. :)

Forums help and it also recommended to post and have sigs in related forums that has more impact than unrelated ones!

Forum signature help to target your keyword especially if it is not nofollow.

I agree as It is considered by the Google as additional backlinks to your page . Building quality backlinks will help in google SERP. And forum signature will help as well but make sure the forums are not nofollow :)

If you join a lot of online community forum and build link in your signature, it will improve your SERPs with a higher of ranking

Yes, but do make it right currently you have a messed signature try to remove the " to make it active.
