Does your site have high pagerank? Most webmasters don't like to exchange links with sites with low or zero PR.

I agree with rayter. It can be reason for not putting your link on their site.

Generally webmasters will let you know what their minimum PR requirement is before hand. If they've made an exchange with you but haven't posted your link you might as well pull it.
