Get your site developed with professionals, keeping in mind following tips:
• Images & animations: Use the alt attribute to describe the function of each visual.
• Image maps. Use the client-side map and text for hotspots.
• Multimedia. Provide captioning and transcripts of audio, and descriptions of video.
• Hypertext links. Use text that makes sense when read out of context. For example, avoid "click here."
• Page organization. Use headings, lists, and consistent structure. Use CSS for layout and style where possible.
• Graphs & charts. Summarize or use the longdesc attribute.
• Scripts, applets, & plug-ins. Provide alternative content in case active features are inaccessible or unsupported.
• Frames. Use the noframes element and meaningful titles

SEO is not free. If you do it yourself, you’re going to invest your time. If you hire somebody to do SEO for you, then obviously you’re going to be paying them.

Since u have already deicided to do so, then ask for a high quality company.

I would suggest not to involve personally in site development exercise as it is a specific job. You need professionals, so look for the local ones, this will make the communication and follow up easy and convenient. Total cost depends upon various technical and other aspects of the site.

Why don't you outsource the job,it'll be cheaper for you.Just post your project on any freelance sites where you'll find a lot of freelancers ready to grab your job even at low cost. :)
