When a website has been approved by major directories like dmoz and yahoo, is it relevant to submit in the other small directories also?

Of course, it is. The more directories you submit your site to, the better your ranking will be. Just choose the ones with good PR.

if your directory gets Approved in Yahoo and Dmoz it's Good sign for getting trusted Backlinks but you can submit in small directory as well it's improved your SERPS.

Those guys are very slow, I even tried to become an editor but haven't heard anything yet.
