You can check the cached date, if it is Dec. 28, it means the spider crawled over yesterday. The precise time can be found in the weblog, if you have the access.

a tool known as common sense can be used as well - an indexed site with daily content will be crawled daily, don't complicate things. if in doubt, think of twitter.

The cached date gives you a rough idea of when the page was crawled but is not very accurate.
There is no way to check crawl rate of any site but you can increase it simply by updating the site content regularly.
You can do this by adding articles, blogs and news on a regular basis on the site. 8)

Webmaster tool is your best bet. But then again as simple as checking it in google yourself would give you a good idea when it is cached, its either on the lower part or side part of your site in Google result.

I don't think there is a way of checking other sites crawl rate. Cache does not show the crawl rate because your need to know the frequency of visits. Cache only tells you when Google cached the site. Google webmaster tool only show crawl rate to a website you have access to.
