There are many tools which can help you to promote your site directly like bookmarking demon. This is a bookmarking tool which will help to create the back links and also increase the position. There are also few tools which can get the links or sites where your competitor has submitted. This will help you to link your site there. All the manual submissions will always be very effective as per the search engine. Buying links are good for some time, if the search engines points out the link then there might be some problems.

Lots fo tools free tools or software available on internet. But u get good ranking & stable for long time ranking then my sugession to do manualy SEO . Its a really SEO.
