I tried doing them both. Blog commenting is effective in gaining backlinks. But blogs are moderated by the owner and sometimes they don't approve your comments especially if your website is related to their blog. That's why I prefer gaining my links in forums. And seems Google frequently indexed links from relevant forums! :)

Blog posting is good because you can spread your link around quickly on several different domains, whereas doing this on a forum will take some time as you have to build your credibility on a forum sometimes before you are allowed to post links and signatures.

Also, blogs are easy to find specific niche topics to post on, however, once the page gets saturated by other comments and links, the link juice will lose much of its effect as it is divided between everyone.

I agree that both are good and you should keep on topic for linking if it is for the purpose of seo, otherwise, just enjoy yourself and dont be a spammer

Both are effective ways to build back links and you also get to learn a lot of things through both the platforms, but blog commenting is a bit time consuming compared to forum participation.

I prefer forums signature like what many of us do like about the signature that are dofollow and the blog commenting is moderated by its owner. But, I must say that you can't neglect blog commenting. It has its own importance in link building to gain PR and to increase traffic.
