Need advice on SEO

I was doing the video edit and compression for this company. Now I have started marketing.

I think the site has a lot of problems. The web guy doesnt seem super excited about doing much about it.

To start with the site is really burried deep in google. I asked him about keywords, and he told me they are not used. ok...

then he told me the the first page having not much text was a problem...
I think..ok... the owners told him to lose the page last week but it is still there.

I am about to start rebuilding the site myself from the ground up.. Is this common stuff?

I think the owners dictated a lot of how the site was built, which may be frustrating the web guy, but now I have been brought in to make it work better and am just getting really cranky and almost no conversation.

To improve your site rankings there are just 2 basic rules
Quality and Quantity both.
First complete on page of your site after make quality backlinks as much as you can.
And try to index them as soon as possible.
