Why my site DA PA = 1

I need advice.
My site has been operating for more than 3 months, but DA PA = 1. I bought the old domain

Well, DA and PA are Moz metrics, not Google metrics.

If your site doesn't hasn't many backlinks (the main influence for DA and PA scoring) it's possible that your site hasn't moved.

Now, Moz is one of the worse SEO metrics to score a new website because their software only finds a small percentage of new websites. When they do find new domains, a lot of them has inaccurate scores because Moz doesn't find all the backlinks. If Moz doesn't find them, that explains your score.

I use Ahrefs and recommend them due to this. Ahrefs UR and DR SEO metrics are often more accurate. They find more new backlinks than others.

Remember, DA and PA don't reflect what Google thinks of your website.

Don't get me wrong, Moz is great if you have a 10 year old site and reporting 95 percent of your backlinks. For new websites, a few months old, not an accurate scoring metric.
