Google does count everyone elses text Links ?

Dear Webmasters,

The Google conundrum is that although Google doesn’t count it’s own paid advertising text links for anchor/ inbound link benefit in its algorithmic results

Google does count everyone elses text advertising links…. and they affect the algorithmic results ?

Does text link effects google PR and Google counts Non-advertisement text links ?

Pls Explain if you have got IDEA About this?

all links that has no 'no follow' attribute recognize all the links into your site.. but availing paid links makes your site devualated by Google..
