In terms of backlinks it can be counted but the weight of this link backs that you're sites gets prior to SE's will have litte if there is any weight....cause most of the article sites are not trusted by search engines..much recommended to submit the article to few old and trusted article sites compared to bunch of submission....
I don't think so that Article submission is poor SEO technique.
You can also give link of your site into Resource Box or in About the Author..
So user can directly come to your site from that link if he/she is intrested your site..
