Keywords in Alt attribute of image tag and title of the link

Using the keywords in alt attribute of the image tag and title of the <a href> link is a way of hiding your keywords.

Isn't it a Black Hat SEO technique?

Like anything else, it's kind of a matter of common sense. If the keywords are relevant to your image, then OK but Google tends to look down on ALL obvious keyword stuffing.

No, it's not blackhat. Putting alt tags in images is an acceptable seo practice. Just avoid spamming them with too much keywords. Tags should also be relevant to the images.
