Being listed is easier than maintaining a page's site rank and PR. SEO usually takes a lot of time and effort, especially PR writing and link building.

Practically, it is quite difficult to get banklink from PR 7 Website in one day.

Yes it is too difficult to get backlink from PR 7 site.
But if you have backlink from .gov site or.edu site than your site may index just in one day.
But it is to difficult to get backlink from these kind of site.
