Back links are the main factor for pagerank. You have to get many links from other sites to your site which are related to your site category. You can buy links from other sites or just exchange links for free. If you go through the link exchange forum section, I am sure that you will find many link exchange requests.

put your targeted keywords in your pages...
gather related links by:
-link exchange
-forums postings
-directory submissions.

the more related backlinks with higher PR, the more possible you gain PR..

I have used link exchanges as well as some effective link baiting to these sites: http://davedragon.rilysi.com/2007/08/so ... ilysi.html

I have also been submitting to directories as well as Search Engines with great success so far.

My Blog, Ride it like you stole it, has a Google PR of 4 and the Alexa Ranking has gone from over 2.5 million to just over 500,000 in the past two weeks.

PR depends on the quality of back links. if links come from high PR sites then most probability your site ll get high PR coz algorithm of google counts back links.
