Although many different point of views can be have regarding just which ones are still the determining factors, but do you still believe that one can get to the top of the search engines using only one of them and completely forgetting about the other one?
For example, just concentrating on link developing and forgetting about the web pages onpage points?

If you want to get ranking in search then you have to do both on page and off page optimization. content of your site should be unique and good. you have to include title tag, meta tags and do off page optimization.

You can't ignore the other one 'coz they are partners... One can live without the other...
And your SEO optimization is useless if you don't do the two properly...

On page seo, you optimize every page of the website. In which includes, meta description, page title tags, header tags, content optimisation. While the off page it includes article marketing, blogging, link building and social bookmarking.

Backlinks are important. But you should not spend all your time creating them. On-page optimization is also important; ensuring quality content, proper title tags, utilizing the <h1> tags, etc. Off-page and on-page optimization should go together. Without the other, you really can't ensure reaching the top.
