Seo companies in India needs a clean up, a lots of bad apples making every one to look bad, very soon this will become a big thing.

Cheater can be from any country. Indians are doing the work of the people from outside India and outsider prefer either Indian or Chinese for outsourcing. If you choose people from the European countries and african countries, you will find cheater there also. You have to judge person first then decide to distribute your work else you will be cheated always.
