For promotion on two many keywords, keywords must be present in contents of website.

it will be alot easier to get rankings if all of the 15 keywords are somewhat related, are they?

it is about the theme of your site. If your site has real and useful content for the 15 keywords you are targetting then you can try, or select 3 to 4 major keyword for your site and you can rotate and variant the keywords including using long tail keywords.

Make sure to target them through different pages, targeting 15 keywords using the same page is quite hard, make sure to use more than one page for that ..

You have to make sure that the keyword you're going to us is really helpful for your website. It's quite ok to us lots of keywords as long as you already study every density of those keywords if it fits for your site.

The best way to get that many keyword to your site is to pick keywords that have long tail keywords in them, say if you looking to rank for "fat cats" which may be competitive, then concentrate your efforts to rank for "super fat cats" which the long tail keyword has your competitive keyword it in. Please realize this is only an example and for illustrative purposes.
