How will I know if the directory submission site is as good as dmoz and yahoo? Is it depends on their ibl or PR?

You need to check whether the directory submission site is giving a quality link or not. You have to check PR mainly

beside pr checking. try to check if the directory is not link farm. try also search the site directory like this: site:www.domain.com so that you can see that the directory is cached in google. and try also check the ip on the site.

Well of course you have to check out if there are other websites linked to it. And also the PR is one of the factor.

Consider their traffic (alexa) statistics and times of being cached/indexed by search engines. More often the better and good change you'll b=get a backlink from them.

see who else is listed

If you see that a few of your competitor's web sites are in there that have better rankings than you do then maybe that directory is worth getting listed in.
