Directories have been good sources of one-way links for a long time. It is a one of the easiest link building method especially for newer sites. But quality is still the name of the game. Some pointers in selecting the directories to submit to:

High PR - indication that Google sees some value in the directory.
Well maintained - listed sites are in the proper category
High Traffic - getting traffic could be minimal form directories, but majority are targeted
Kewords ranking high in SERP - Well optimized, shows that the directory is well-marketed and SEO'ed.

Which to avoid:
Link farms that pose as directories
Directories that require reciprocal links
Crappy ones with crappy sites listed

I think directories are slowly getting out of value. I've read an article a few weeks ago regarding Google will give less relevance from the links coming from Directories.

Even I agree. Now days search engines doesn't give much value to the links from directories. I think its better to avoid them as its basically a waste of time.

It is more safe to check first the status of the directories in Google to see if it is indexed, before submitting a site.

Yeah, links from directory submissions are not of the best value but necessary as a part of a link building strategy specially in the long term...do blog commenting, forum posting, social bookmarking, article submission and others but don't let directory submission apart
