I know submitting sitemap will help the bot crawl your site better, but will sitemap help to boost index and ranking for new site? I mean a new site that do not have any page index by search engine.

i think sitemap is also important for ranking and boost , you can self test it , all pages that's are in the sitemap links take more traffic than the pages that you don't mention it in the sitemap.

Agree, sitemap helps to boost index and ranking for new site that don't have indexed pages so far. If you look at SERP results, you will probably notice that many sites with top ranking even don't have any sitemaps. Another words, sitemaps do little help, but not too much to make website successful in SERP. IMO
Have a great day

Yes sitemap helps a lot for ranking. M keeping sitemap for my each and every site. Even if its not worth keeping the map for crawling the visitors gets the clear idea of where to go.

I think a sitemap is important because it directs the crawlers

Site is important to a User because of the navigation and it has nothing to do with rankings.

Sitemap is seen just as directory of your entire site, it helps both users (for physical sitemap of your site) and SE bots (submitted on Webmaster Tools) to index and see entirely your whole site. New or old site needs to be optimized even their inner page to get indexed and rank well.

NO. it doesn't have anything to do with rankings...
It is for the robots to easily know what pages your site has.
For short, it is for indexing purposes...
