Does search engine marketing helps to grow popularity of my website? How does it happen?

Yes it helps you to get more traffic on your website.

The rank of the website goes up with the amount of traffic it gets; that makes sense but at what point can a site expect to see a PR increase? Lets say a site is getting 25 to 30 hits a day with a PR of 3, what if traffic increased to 60, 120 or 240 would the PR increase??

SEO and SEM are methodologies used to make a web site more visible, their search teams will undoubtedly work together. They are the best way because their primary focus is on the human searchers ie your potential customers.

Good example of SEM is viral marketing which includes social networks to advertise sites.

The more traffic you get the more "popular" your website is. Just look at Facebook. Millions of hits per day and probably one of the most popular sites on the web.

Traffic has nothing to do with PR

Yh Pr doing nothing for traffic. But high traffic sites having high rank and also gogle itself suggestion that high PR sites having priority than low PR sites on SERP.. So can say its connected

SEM is an internet marketing approach to promote a website by increasing it visibility in SEs. SEO is just one of the methods of SEM. There are also paid advertising.
