1. Duplicate Content
2. Keyword Stuffing(spamming)
3.Participation in Link Schemes
5.Low Traffic
6.Duplicate Title/Meta Tags on Many Pages
7.External Links to Spam Sites
8.Inaccessible server(often 404)
9.Very Slow Server Response Times
10.Inbound Links from Spam Sites

What is a link scheme? Do you mean paying a service to send identical links out to 1000 different directories?

I believe that LINKS is really the most important factor to consider here.

Yes I agree. Linking to a non reliable sites can affects your sites PR..be careful on free sites submission. submit only on related sites...thanks for sharing...

In short, PR is based on the quality of content in the page and the backlinks that point to the site.
