I don't believe Google is updating the Page Rank metrics anymore so your sites page rank is not as important as the quality of content you have on the site, and the amount of high quality links you have coming in. If your site is new, what I recommend is submitting to a handful of paid directories relevant to your particular niche to get some good, permanent backlinks coming in to help establish your Domain authority. Then, I would visit a site such as Fiverr and buy a handful of gigs for $5 each and obtain guest blog posts on high domain authority sites that are also relevant to your website. This will be a good starting point for you, hope this helps.
