I must say that they both are equally important as they are linked with each other. if onpage is good off page will work, if on page is not good off page is just a time waste. both are important.

I think that On-page SEO is very important. At first, you will submit your site into search engine , this is under on-page SEO. then keyword research , put keyword perfect place in your site such as your domain-name , post-title & page-title etc. All this work under on-page SEO.

If you are new to online blogging or want to start your blog or a website, then never forget to concentrate on on-page seo first, because if your content is not having the quality or optimized then off page seo activities will not be of any use.

Better first work on the on-page seo, then think of the off-page seo.

Note: Avoid doing black hat seo activities, other wise you will be in the bad list of the search engines.
