Apart from reliability, capability, access, prices of the services, client list etc, what are the other technical parameters that should be considered before hiring the services of a SEO outsourcing company? I am more interested in technical issues.

look for their output and achievements about technical issues. Look also on their capability to answer all necessary precautions and reliability upon their SEO services when on their way of doing their projects.

Reputation is very important. You should read the reviews and ratings of the company from its previous customers.

Another factor you should take into consideration is the company's experience. How long are they working as an SEO company? Do they have high customer satisfaction ratings? You should look at these things.

Check on their weekly and/or monthly reports. These reports can give you an overview if they are detailed and follow SEO standards.
